About Hong Kong's National Debt

Hong Kong had almost no government debt until recently: on IMF figures it stood near 0.1% of GDP from 2015 to 2018. After several years of budget deficits the government began borrowing through its Infrastructure Bond and Government Sustainable Bond programmes, saying the money goes to infrastructure rather than day-to-day spending, and the ratio has risen to about 12%. Its Basic Law asks it to keep spending within revenue, and its fiscal reserves are large, though the government projects them to fall to about 13.9% of GDP by March 2030. On IMF figures it still receives more in interest than it pays.

Hong Kong's debt-to-GDP ratio of 12% is low by international standards: higher than 5% of the 194 governments tracked here. No ratio is safe or dangerous on its own — whether a debt is sustainable depends on the interest rate on it, how fast the economy grows, the currency it is owed in and who holds it. By total government debt, Hong Kong ranks 71st of the 194 governments tracked here.

At the current borrowing rate of $411 per second, Hong Kong adds about $36 million to its government debt every day — roughly $13.0 billion per year. Each of Hong Kong's 8 million residents carries an individual share of approximately $8,432. That is below the world average of roughly $14,700 in government debt per person.

Figures are computed by Global Debt Clock by linear extrapolation from each country's baseline figure, named in the source line on this page (for most countries, the IMF World Economic Outlook, October 2026). Actual debt changes through discrete bond issuances — these counters illustrate the approximate scale and pace of sovereign borrowing.
